IS YOUR 2014 ES-237 COMPLETE?
The ES-237 is an annual report required by the USDA, which involves every local Extension office and the State 4-H office through the use of the state enrollment system. It is a collaborative report containing a break down of 4-H clubs, activities and projects, youth demographics and volunteer information. Simply put, when each local Extension unit enters their 4-H Program data into the state enrollment system, they are essentially populating their yearly ES-237 Report.
The ACCESS 4-HOnline Enrollment System will be utilized to populate the 2014 Kansas ES-237 (October 1, 2013 - September 30, 2014 4-H Program Year). The deadline for Extension units to enter this data into ACCESS is November 15, 2014. Please finish the process by completing the 2014 ES-237 Quality Assurance & Submission Form. This form provides the resources needed to ensure accuracy and the means to inform the State 4-H office that you are finished with your report.

VOLUNTEER SCREENING POLICY AND PRODEDURES

STANDARDS FOR 4-H AND FFA
During this time of gearing up for a new 4-H year questions arise that might become challenging in the future. To assist Extension Agents and Agricultural Education Instructors/FFA Advisors, FFA and 4-H has been working together to develop standard for our dual members and other participants. Our premise for the standards were to level-the-playing-field for all participating members. The document is as follows:
Standards for Participation in Kansas FFA and 4-H Youth Development Educational Opportunities
The purpose of the standards outlined below are to assist in determining eligible participation in FFA and/or
4-H Youth Development learning experiences. Both 4-H and Agriculture Education/FFA promote teaching youth life skills. Each program exists to maximize the participants’ knowledge of agriculture and its value to our communities while educating the young people to become productive citizens. Eligible youth may participate in both 4-H and FFA but should avoid duplication. The following standards of participation are used in delivering the 4-H and FFA programs in Kansas.

Agriculture Education teachers, FFA Advisors, Extension staff and local volunteers are encouraged to cooperate in sharing information and resources to provide educational opportunities for youth.

When young people are members of both 4-H and FFA, they must plan and manage separate projects, and/or supervised agriculture experiences (SAE) programs.

FFA and 4-H members may enroll in the same area of experience in 4-H and FFA, however; participants cannot identify, nominate, manage, keep records on, or exhibit the same plants, animals, etc. in both organizations. Members must designate exhibits as either FFA or 4-H at weigh-in, registration or similar deadline.

Members may participate in judging contests and related events in FFA and 4-H but cannot represent both organizations at a contest, show or event at the same time.

When 4-H and FFA are conducting collaborating activities, both the 4-H and FFA organizations must be represented through emblems and information on all signs, print materials and awards.

Collaborating FFA and 4-H activities or events are obligated to have supervision representation from both organizations.
The standards are in agreement with Kansas 4-H and FFA and hereby affirmed by members and professionals in order to participate in either educational program.

NEW 4-H SPIN CLUB RESOURCES AVAILABLE
The purpose of 4-H SPIN Clubs is to expand opportunities for youth and adults to experience and benefit from the Kansas 4-H youth development program. Through 4-H SPIN Clubs, youth not typically part of 4-H will participate in sustained 4-H youth development activities led by adult volunteers. In 4-H SPIN Clubs, youth will learn about a subject of interest to them, have positive interactions with their peers, and develop life skills.
Newly developed resources are available to help with all aspects of SPIN club programming from recruiting volunteers to surveying the interests of youth. Resources can be found here.

4-H CLOVERBUDS AND EXTENSION POLICIES
When 4-H and/or Extension plans, organizes and facilitates a livestock, small animal, horse or pre or post-fair activity please double check that 4-H Policies are being followed. An area of concern is 4-H Cloverbuds. The program was designed for 5-and 6-year-olds. Cloverbuds is activity-focused, rather than project –focused. Furthermore, 4-H Cloverbuds members may not participate in any competitive 4-H events. 4-H Cloverbuds members many showcase their exhibits at fairs and public events. 4-H Cloverbuds may not have 4-H livestock projects that require long-term, ongoing care or weigh-ins, nor can the member participate as a competitive 4-H exhibitor within livestock divisions.

MASTER 4-H VOLUNTEER
Want to increase the resources available to the local 4-H program? Want to recognize a special volunteer? Want to rejuvenate a longtime volunteer? Want to keep the expertise of a volunteer ready for a change? The Kansas Master 4-H Volunteer program is just the ticket to do any or all of these things. The Master 4-HVolunteer program is for 4-H Leaders who are looking for a new role and/or want to step up their volunteer contributions to 4-H.
Master 4-H Volunteers fulfill a role mutually determined with their agent. This role could be many different things depending on the needs of the local 4-H program and the interests of the Volunteer. Master 4-H Volunteers receive training to prepare them to accept the agreed upon role in the local 4-H program. Master 4-H Volunteers do things that are important to the local program--things that increase the opportunities for youth in 4-H.
The 2015 Master 4-H Volunteer training will be February 20 - 21, 2015 at Manhattan and Rock Springs (this is the same weekend as Ambassador Training at Rock Springs). The training will begin in Manhattan and move to Rock Springs that evening. It will conclude evening of February 21st. Full information and registration is posted here.

SUPPORT FOR LOCAL 4-H VOLUNTEER FORUMS
The Kansas Association of 4-H Volunteers and the Department of Youth Development are sponsoring grants for local Extension Units to conduct local 4-H volunteer training similar to the state Volunteer Forum. The support will be up to $500 per group, for up to four groups. A group is defined as two or more local Extension Units. Find the application here.

This money is provided by the Kansas Association of 4-H volunteers in accordance with their mission to support Kansas 4-H Volunteers. The application is very simple. Applications will be accepted until the money is allocated, the first screening will be November 21, 2014 and monthly until June 1, 2015. The event is expected to be completed in 2015.
Local units are encouraged to be creative and try something new, something they have been thinking about and/or have wanted to try or some time. This support is intended to let us try out some things that we would not ordinarily try by reducing the monetary risk.

KANSAS 4-H DOG JUDGES’ CERTIFICATION TRAINING DETAILS
The Kansas 4-H Dog Judges’ Certification training will be held January 30 – February 1, 2015, in Kinsley, Kansas, at the Edwards County Fair Building, 1305 South Niles (U.S. Hwy. 183), Kinsley, KS. Beginning the training on Friday evening has allowed dog to cover all four phases of the Dog Care and Training Project in one weekend. This is also a good opportunity for local project leaders and older 4-H members to observe the training and better understand how they will be judged at invitational and the Kansas State Fair 4-H Dog Show. Details for registration will be available in early December on the 4-H website, so please share the dates with potential judges and dog project leaders in your Extension Unit. NEW GLOBAL CITIZENSHIP CURRICULUM AVAILABLE
The WeConnect: A Global Youth Citizenship Curriculum was developed by University of Minnesota Extension Center for Youth Development. The curriculum is designed for youth-serving organizations that are interested in incorporating cultural education, and engaging diverse audiences around the topic of global citizenship. WeConnect is a program model and curriculum designed to show youth that they are participants of a global society, inspiring a sense of understanding and confidence in relating and connecting to other people. The curriculum includes a coordinated series of experiential and interactive exercises that prepare youth to thrive in culturally diverse settings—whether these settings are part of their school day, home life, social life, or workplace—by giving them the opportunity to learn and use culturally responsive skills and knowledge. These skills are based on an international education approach, which is one specific form of cultural education that guides youth beyond knowing that they are citizens of the globe to an acknowledgement of their responsibilities to each other and the world around them.
The exercises are organized into four phases of building cultural knowledge and skills: Phase 1: Exploring, Phase 2: Stretching, Phase 3: Challenging, Phase 4: Connecting. WeConnect is designed for non-formal educational settings such as afterschool programs or clubs with middle school-aged youth (grades 6-8 and ages 11-14), but can be adapted to suit both younger and older age groups. KANSAS 4-H HORSE VOLUNTEER AWARD
Kansas 4-H is announcing the Kansas 4-H Horse Volunteer of the Year Award, sponsored by the Rodney Barrows Memorial Fund. A first of its kind award that will honor a local 4-H volunteer that is demonstrating exemplary service in teaching and training young people 4-H life skills within the Horse project.
The selection criteria include: - Positive impact the nominee has had on 4-H and the 4-H members - Nominee’s ability to work with young people within the horse project that assist with promoting lifeskills of fostering a positive self-concept, creating a concern for the community, learning decision-making skills, acquiring interpersonal abilities and developing an inquiring mind - Innovative approaches for engaging youth into learning and increasing diversity among the participants
- Adult/youth “mentor-learner” relationships built with volunteer and 4-H member
- Dedication to creating a safe and inclusive environment for 4-H members, parents
- Encouragement of positive, cooperative working relationship with Extension Agents; promoting K-State Research and Extension; and following 4-H Policies
- Enthusiasm for initiating new approaches for reaching youth
- Recruitment of new members
- Expansion of project through increased funding and resources
- Role-modeling positive volunteerism and sportsmanship
- Personal development through serving as a 4-H volunteer
The application:
- A two-page resume which includes the volunteer’s passion for planning, organizing and facilitating project meetings and hands-on trainings; how they serve as a positive role model for youth and adults; and contribute back to the 4-H program.
- Three letters of recommendation from; a 4-H member, 4-H volunteer and an Extension Agent.
- Any part of the resume and letter of recommendation is missing the application will be disqualified.
Submission process:
- Application materials must be submitted by a nominator to the nominee’s local Extension Office. Each
local county/district office my select one nominee per number of counties represented in the district to continue towards state competition.
- Each completed application (two-paged resume and three letters of recommendation) must be submitted to the State 4-H Office by 11:59 p.m., November 30.
- Letters should be no longer than two pages in length, in 12-point font single-spaced with 1-inch margins. Letters of recommendation must be written by a 4-H member, a volunteer/parent and an Extension Agent. Nominations must be received electronically to the Kanas State Research and Extension’s Department of 4-H Youth Development directly to Pamela Van Horn at pvanhorn@ksu.edu.
- Electronically submitted application must be received by 11:59 p.m., November 30. - Two-paged resume and the three letters of recommendation must be in Word format. If applications are sent in PDF file, faxed or mailed nomination will be disqualified.
- Application must be in 12-point font.
- No late nominations accepted.
Announcement:
- State Winner will be informed of results by January 1. - Formal announcement of Kansas 4-H Horse Volunteer will be at the Kansas 4-H Horse Panorama the last weekend in January. - Each winner will receive a personalized plaque and $50 cash award to be donated to a local 4-H club, event or activity of winner’s choice.

4-H SHOOTING SPORTS RENEWALS: INSTRUCTORS AND COORDINATORS
Shooting Sports instructor renewal recording dates are October 1st – September 30th. There are now two forms, one for coordinators and one for instructors. Instructors are responsible for submitting the Instructor Renewal Form (one form per instructor) with the $5.00 fee to their county coordinator by October 15th of each year.
Coordinators are responsible for submitting all forms and fees for their respective county to the State 4-H Office by November 1st of each year. To speed up the process, please also scan and email forms to Briana Jacobus at briana0@ksu.edu and Ray Bartholomew at ray.bartholomew@ks.usda.gov.
A late fee of $5 per coordinator and instructor will be assessed beginning November 2nd.
