SUNSETTING 4-H CURRICULUM ACTION TEAM
The 4-H Curriculum Action Team has been instrumental in reviewing and recommending 4-H
materials over the years. As part of our strategic priority, 4-H Systems and
Structures, we need to review and reconsider how we approach
the future of learning and the use of curriculum in 4-H. We have some inkling
of a direction, given the three national mission areas, our focus on
inquiry-based learning and the rapidly changing landscape of digital and mobile
technologies. To begin, I want to shift the review
and recommendation role of the curriculum action team to the mission areas. Not every project area fits neatly under the mission areas but
this is a place to start. It will also be important to have the mission areas
work collectively to ensure that the curriculum is integrated across the
mission areas.
To that end, I am announcing the sunset of the 4-H
Curriculum Action Team. Jim Adams will continue to be the Curriculum
Coordinator for the department. Should you wish to work in a mission area or
provide your input through the Science and Technology, Healthy Living or the
Citizenship/Leadership Mission Areas the staff contacts are:

ANNOUNCING HEALTHY LIVING STATE 4-H LIAISON
Effective immediately, Jim Adams, 4-H Extension
Specialist, will provide leadership as the state 4-H liaison for the 4-H Healthy Living mission
area. Jim’s responsibilities include providing
leadership and direction for the 4-H Healthy Living program area for the
Department of 4-H Youth Development, including:
-Serving on the
North Central Healthy Living Management team;
-Developing a 4-H
Healthy Living state plan of action;
-Serving as
liaison to the FCS Action Team, including FCS state judging contest, and
-Coordinating
internal partnerships related to healthy living.
Please work with Jim Adams regarding any 4-H healthy living and Family and Consumer Science projects or to address issues. Stone
4-H ACCESS WORKING GROUP
One of our Kansas 4-H strategic priorities is “Effective Systems
and Structures” and this includes our efforts to use the 4-H ACCESS enrollment
system efficiently and effectively. To that end, I have formed a 4-H ACCESS working group that includes 4-H agents, program assistants and office professionals. The purpose of the working group is to identify and address concerns;
prioritize training needs; to think broadly about
its application; and offer solutions for helping local units use the
system more effectively. The members of the 4-H ACCESS
working group are: Terry Williams, State 4-H Office; Kylie Dicket, Frontier District; Julie Nichols, Post Rock District; Carol Craver, Dickinson County; Amanda Fraunfelter, Johnson County; Tina Packard, Leavenworth County; Kaitlyn Peine, Douglas County; Ross Mosteller, Meadowlark District.
The 4-H ACCESS Working Group will address the following:

Identify areas of concern and make recommendations for
addressing issues

Establish state guidelines for ACCESS users in local
units
·
Identify and prioritize training needs for users
·
Assist in developing and providing training to
colleagues as appropriate
·
Suggest ways to encourage local units to use 4-H ACCESS
to make data-driven decisions and communicate results effectively.

KANSAS 4-H ROBOTECH - CAMP - MARCH 18-23, 2013 - ROCK SPRINGS 4-H CENTER

This Spring Break Camp promotes 21st Century careers in Science, Engineering and Technology through GPS, GIS and robotics. The program includes GEAR-Tech-21 robotics, GPS (global positioning systems), and GIS (geographic information systems) technologies through building and programming a robot, navigation, and mapmaking activities. Camp participants will have experiential and empowering learning adventures programming robots to complete challenge courses, learning how to operate GPS units to find hidden waypoints, recording data in GPS units and importing it into GIS to create custom and functional satellite maps, and so much more! The evenings will be filled with friends and fun camp activities such as a low ropes teambuilding and leadership adventure course, cabin crew cook-offs, campfires, and more!
The registration fee is $250/ camper. The registration fee will cover all meals, snacks, lodging, and activities, and campers will be led by cabin crew counselors/adult supervisors and taught by curriculum certified instructors. Registration closes: March 1. There are a limited number of spaces and registrations will be accepted on a first come first served basis. The camp is open to youth ages 10-14.
By the end of the intensive camp, participants will have a much greater understanding of geospatial and robotics technologies, potential careers, ways to stay involved in these projects, and come away with new friends and excitement! KANSAS JUNIOR MEAT GOAT PRODUCER DAY
Kansas Junior Meat Goat Producer Day will be held Saturday, March 23 at Kansas State University's Weber Arena in Manhattan, KS. This interactive workshop is for all ages and skill levels. All participants will receive a T-shirt, complimentary lunch, and a Meat Goat Showmanship Guide. Participants with registrations after the March 8 Early Registration deadline are not guaranteed a T-shirt. Cost is $15/person by March 8 or $20/person after March 8.
Program: This years participants will learn the basics of meat goat and/or commercial and registered doe projects including: selection, nutrition, health, facilities, and show ring practice. Mr Brad Spenrath, market goat producer from Comfort, TX, will be our featured speaker for those interested specifically in the market goat project. Dr. Brian Faris will be addressing those interested in the commercial or registered doe projects. Kansas Extension Agents, Rachael Boyle and Mindy Young, will also be giving presentations on the topics of health and facilities.
2013 KANSAS GROW 4-H GRANTS
Once again through the generosity of the Kansas 4-H Foundation, $10,000 is being made available to help you initiate those innovative ideas and projects you’ve dreamed of doing to help grow 4-H participation in your Extension Units. A hard copy of the Request for Proposals is being sent to each local Extension Office.
Two types of grants are available:
1) The Single Extension Unit or “Mini” Proposal requesting up to $500 with a two dollar award for each one dollar requested match required. [In other words, if you request the maximum amount, you must identify $250 in new match funds to add to the $500 for a total of $750 to work with!] THIS IS A ONE PAGE APPLICATION!
2) The Multi-Extension Unit Proposal requesting up to $3,000 with a one dollar award for each one dollar requested match required. [In other words, if you request the maximum amount, you must identify $3,000 in new match funds to add to the $3,000 for a total of $6,000 to work with!] THIS IS A MULTI-PAGE APPLICATION!
It is preferred that matching funds be committed by new funding partners from within the project impact area. Final proposals are due by close of business (5:00 p.m. CST) on Monday, March 4. Grantees will be announced approximately May 1, 2013.

NATIONAL 4-H SCIENCE E-ACADEMY: FEBRUARY 26 - MARCH 14

K-STATE ANIMAL SCIENCES LEADERSHIP ACADEMY
Kansas State University will host the fifth annual K-State Animal Sciences Leadership Academy June 5-8, 2013 for young livestock industry leaders in Kansas. The program, hosted by the Department of Animal Sciences and Industry, focuses on increasing participants' knowledge of the Kansas Livestock Industry, as well as enhancing leadership skills. Twenty high school students will be selected to participate, based on educational, community, and agricultural involvement. Students will stay in campus housing and receive training in Weber Hall as well as tour the university's animal sciences facilities and Kansas livestock businesses in the Topeka and Kansas City areas. Students must apply by Friday, March 15. Candidates have to be enrolled in high school as of January 1 and able to participate in the entire academy.
The academy is sponsored by the Livestock and Meat Industry Council.
4-H CAMP PAYMENT
1.
By February 1,
the camp chair will submit to Rock Spring a list of extension units with
address and e-mail and indicate if the invoice should be mailed to the 4-H
Council or Extension Council.
2.
Twelve working
days prior to camp, the camp chair notifies the assigned Rock Springs
Administrator
on Duty of individual extension units’ numbers of campers, counselors and
agents/adults. (Scenic County: 112 campers, 15 counselors, 4 agents/adults for
counselor training and 12 additional agents/adults). Plus, provide Rock Springs
with the number of campers housed in the Stoneybrook living area.
3.
Upon receiving
the number of campers by extension unit from the camp chair, Rock
Springs will
invoice individual extension units within the camp group within two business days
and return invoices to the camp chair. Rock Springs will adjust for available
discounts based on camper numbers and Stoneybrook campers.
4.
The camp chair
then will forward the invoices to the respective camp group members.
Extension
Units will verify the statement for accuracy and report changes immediately. If
adjustments are needed those changes will be reflected in a new invoice sent by
Rock Springs.
5.
Individual
extension units will pay Rock Springs by the start of camp based on the
numbers
given to Rock Springs. No refunds after
the two week (or 10 working days) prior to camp. Rock Springs has requested
that the invoice be paid as billed.
6.
Additional
campers may be added past the invoiced date but refunds will not be given.
During 4-H camp, financial changes can be adjusted
for additional fees and must be submitted within two weeks following camp
participation.
7.
A $100.00
administration fee plus 1.25% monthly interest will be charged for late
payment of
the invoice starting on the third day of camp.
Extension 4-H Camp
Incidental Fees
1. Camp groups’
financial account managed within either an extension unit’s 4-H Council or Extension
Council as a sub-account.
a. Extension unit manages the account under KSRE
recommendations.
b. Preference of KSRE Administration would be
individual agents/adult volunteers
purchase needed supplies/equipment on personal account
and submit expenses to
camp group treasurer for reimbursement.
c. All financial transactions must be accounted
for.

KANSAS 4-H CENTENNIAL DELEGATES
The Kansas 4-H
Centennial Delegates were added in 2002 when
national 4-H celebrated 4-H’s centennial year.
Kansas 4-H has permitted each Extension Unit to send one at-large
delegate to National 4-H Congress. These at-large positions are called
Centennial Delegates. Cost for the
Centennial delegate will be the full amount of $1,150.00 (no registration grant
is offered). The selection criteria and
process for the 4-H Centennial Delegate is entirely up to the Extension
Unit. To be eligible, delegates MUST:
- Have never before attended National 4-H
Congress.
- Be enrolled in Kansas 4-H.
- Have a genuine desire to attend National 4-H
Congress.
- Be available to attend 2013 National 4-H
Congress in its entirety from Nov 29 - Dec 3, 2013.
- Be at least 14 years old but not yet 19
years old before January 1, 2013.
- Remain committed to attending 2013 National
4-H Congress once they accept the trip.
- Agree to follow the prescribed code of
conduct, realizing failure to do so may result in the loss of privileges
during the event and/or in the future.
Participating Extension Units will need
to notify the State 4-H Office on or before May 15, 2013, along with providing
the non-refundable $100.00 deposit and nomination form for the delegate. To
help with planning, remember that the Standard of Excellence representatives to
Congress will be named immediately following the May 1 deadline and if their
name is not drawn, can be re-nominated as a Centennial delegate. Van Horn
STANDARD OF EXCELLENCE DELEGATES
Standard of Excellence Delegates represents
all of the recipients of the Kansas 4-H Key Award during the previous 4-H
year. Seven Congress Standard of
Excellence Delegates are randomly drawn from names sent to the State 4-H
Office. Each Extension Unit made up of
only one county may submit one name.
Extension Units (districts) made up of more than one county may send as
many names equal to the number of counties that comprise the district. (Note: The names may come from anywhere in
the District). Extension Units please select your name(s) in the following
manner:
STEP #1. Create a pool of names
consisting of ALL 4-H Key Award
winners in 2012 who meet the following criteria-
- Were presented the Kansas 4-H Key Award in
2012.
- Have never attended National 4-H Congress
before.
- Are enrolled in Kansas 4-H.
- Have a genuine desire to attend National 4-H
Congress.
- Are available to attend 2013 National 4-H
Congress in its entirety from Nov 29- Dec 3, 2013.
- Are at least 16 years old but not yet 19
years old before January 1, 2013.

STEP #2. Randomly draw the name(s) from

Extension Units, all names will be placed in a pool, randomly drawn and
notified immediately as the state Standard of Excellence Delegates for 2013

VIDEO CONTEST FOR DISCOVERY DAYS
The
Media Team for Discovery Days 2013 would like to ask for YOUR help in
making Discovery Days 2013 awesome! Last year at Discovery Days, youth
who attended were challenged to Join the Revolution, this year we want
to know how you Joined the Revolution of Responsibility in 4-H. Youth
are asked to submit a video of "How has 4-H sparked your Revolution?"
The winner of the video will be shown to all delegates attending
Discovery Days 2013 at the Opening Assembly. The requirements for the
video:
- Must be under 3 minutes in length
- You must tell who you are, your Local Extension Unit and your age
- Explain what you have done to be a part of the Revolution
Videos are due by April 15, 2013 and must be submitted to Sarah Keatley, Events Coordinator, keatley@ksu.edu. Acceptable formats include
.asf, .asx, .avi, .wav, .wma, .wax, .wm, .wmv, .wvx.

KSU YOUTH HORSE JUDGING CAMPS
KSU Youth Horse Judging Camp-Beginners Section (June 17, 2013)This camp is designed for youth that have had very little experience judging horses and would like to learn more about note-taking and oral sessions. Emphasis will be placed on the placings of classes commonly seen in Kansas judging contests. Participants will receive a camp souvenir, a Horse Judging Manual, and pizza party.
KSU Youth Horse Judging Camp-Advanced Section (June 13-14, 2013) This camp is designed for youth that have had some experience to learn more about note taking and oral reasons. Emphasis will be placed on the placings and reasons of classes commonly seen in Kansas judging contests. Participants will receive a camp souvenir, Horse Judging Manual, pizza party, and an evening group activity.
Both camps will be held at Kansas State University's Weber Arena in Manhattan, KS. Registration for both sections are due May 1, 2013 with no late entries accepted. FLOOR COUNSELORS NEEDED FOR DISCOVERY DAYS
For
the 2013 Discovery Days we are looking for responsible, mature and
dependable young adults to serve as floor counselors. These floor
counselors will be responsible for leading floor meetings, doing room
checks and making sure youth stay in their rooms after lights out each
evening. Floor Counselors can expect to work evenings and early
mornings. They will receive free room and board for 5 days and 4 nights
along with $100 for their work. Please advertise this
opportunity to any recent 4-H alums or even responsible youth that you

2013 FILMFEST 4-H ANNOUNCED
The third FilmFest 4-H, a national film festival open to all 4-H members ages 11 and up is coming! FilmFest will be held in Branson, MO, from
August 4-7, with most of the events happening on August 5-6. The event will end by noon on August 7th. The event hotel is the Radisson
Hotel in Branson with room rates of $99 per night. This event is
sponsored by the National 4-H Communications
and Expressive Arts Task force, Missouri’s 4-H Center for Youth
Development, and the City of Branson.
Like any other national film festival, this
event connects participants to professionals in the film
industry and celebrates the work of the
filmmakers. The event includes film
screenings, industry-related tours, and
workshops lead by professionals in the film industry who have been attached to
projects the youth recognize.
Most participants attending
will be 4-H families, volunteers and youth who have an interest in filmmaking
or the film industry. The competition categories
for 2013 include Narrative, Animation, Documentary, 4-H Promotional and Voices of 4-H
History, a new 2013 category. This new
category is being sponsored by the National 4-H Oral History Preservation
Project, and creates new opportunities for 4-H filmmakers.
Film entries are due by July 15th. Also new for 2013 is a 10-minute limit. Longer
films may be submitted, but only the first ten minutes will be shown. Filmmakers
should avoid scenes that involve youth pointing guns at each other, if
possible. This will help give your films the widest possible exposure
through 4-H channels, without creating unnecessary complications.

We have had some changes in placements for 4-H’er and alumni traveling abroad in 2013 since last month’s announcements. Current country placements are as follows:

Prior to May 15, 2011, all approved 4-H clubs/groups/affiliates were entitled to federal income tax exempt charitable organization status as provided for in section 501(c)3 of the Internal Revenue Service (IRS) code. Beginning May 15, 2011, that blanket or "general" exemption ended. As a Land-Grant Institution, Kansas State University, acting for K-State Research and Extension and the Kansas 4-H Youth Development program, identified an alternative procedure to maintain authorized 4-H clubs/groups/affiliates with federal income tax exempt charitable status. 4-H clubs/groups/affiliates (except for Kansas chartered 4-H Foundations which must apply for their own 501(c)3 certificate from the IRS) are now included within the umbrella of their local Extension Council/Governing Board's income tax exempt status as a 170(c)1 charitable organization. Recently, many local Extension offices or 4-H clubs/groups/affiliates have received letters from the IRS stating that they are delinquent in submitting the proper Form 990 for tax years beginning in 2007, 2008, 2009, 2010 and/or 2011. The Office of University Counsel has spoken with officials of the IRS and clarified these notices as follows:
"The IRS affirmed to University Counsel on February 5, 2013, that if a 4-H club/group/affiliate (excluding 4-H Foundations) was listed on the "activity" spreadsheet that Kansas submitted to USDA in conjunction with the GEN Sunset of May 14, 2011, then those clubs should not receive a delinquency notice for 2010 or 2011. This is an IRS processing error. The IRS system is still catching up."
[NOTE: The IRS indicated that no replies are required to requests for delinquent Form 990's for 2010 and 2011. HOWEVER, the Kansas State University's Counsel recommends that if a 4-H club/group/affiliate (excluding 4-H Foundations) receives a delinquency notice for 2010 or 2011, they should make sure that the 4-H club/group/affiliate and their correct EIN is on the USDA List by contacting Keli Yungeberg, Senior Administrative Specialist, Department of 4-H Youth Development .]
