4-H ACCESS SURVEY
The 4-H ACCESS Working Group would like to know how you are utilizing the 4-H ACCESS enrollment system and some of the challenges or barriers you are facing. The goal of the working group is for all local Extension units to utilize ACCESS to its fullest capability. To do this, we need to know what areas need to be addressed first. Please complete the survey found in the link below. This survey is for all Extension staff with 4-H responsibilities at the local level, not just those that are current 4-H ACCESS users. 4-H POLICY REVISION AVAILABLE
The Department of 4-H Youth Development has recently revised the Kansas 4-H Policy Document. The policy document is located on the Kansas 4-H website under “About” http://www.kansas4-h.org/p.aspx?tabid=520. The Policy document is available in both a pdf version and an e-publication. There are also instructions for downloading the e-book onto a mobile device.
All policy changes or revisions go into effect the beginning of the next 4-H year, October 1, 2013. Stone
4-H CAMERA CORPS
4-H Camera Corps is for 4-H members who desire a challenge to expand their photography skills. Working independently, participants will identify local photo opportunities and tell a story through their photographs. Nationwide Agribusiness sponsors the 4-H Camera Corps project as a way to give interested 4-H members a way to expand their photography skills as a photojournalist. The theme chosen for the 2013 Camera Corps is “Interpretation and Illustration”. Morgan Grayce Willow, a poet and essayist, has kindly provided four poems to Iowa 4-H for use with the 2013 Camera Corps challenge theme. Your task: read, reflect, and then interpret and illustrate one or more of the poems with your photographs. Look for the extraordinary, not the usual, as you create and select your photos This theme provides an opportunity for you to expand your skills by photographing something outside your normal subject matter. We are looking for photographs – not snapshots - that tell the story of the poems written by Ms. Willow. Creating photos to illustrate material written by someone else will challenge you. A MESSAGE FROM THE ASSISTANT DIRECTOR
As part of our “Effective Systems and Structures” strategic
priorities, the staff in Department of 4-H Youth Development are taking on the task of reviewing and revising the
4-H VIP process. I have asked Rod Buchele, 4-H Youth Development Specialist, to join me in leading this
effort. Our goal is to ensure that without question, we provide a safe
environment for our youth and their interactions with adult volunteers.
I will name a task force whose purpose will be to review the trends, identify issues
with the current process and revise the process to ensure that our volunteer screening
process is as effective and efficient as possible.
I plan to name the
task force and convene the group in early May, and conclude
our work by fall. My goal is to introduce the revised “VIP process”
by October 1, 2013, to coincide with the new 4-H year, followed by training and
support.
As a team, I am extremely proud of the members of the Department of 4-H Youth Development and how we have set goals
and achieved them over the past 2 years. I look forward to the challenge of addressing
this critical priority and ask for your support and input as the process unfolds.

NATIONAL VOLUNTEER WEEK
To quote a phrase from the past “Volunteers are the heart of
4-H.” We
urge you to take the opportunity to recognize volunteers during this
week. Many radio stations will air PSA spots. Please encourage youth to thank their volunteer leaders in this way.
“Celebrate Service” is the theme this year. National Volunteer Week is a
time to celebrate people doing extraordinary things through service.
Established in 1974, National Volunteer Week focuses national attention
on the impact and power of volunteerism and service as an integral
aspect of civic leadership.

NORTH CENTRAL REGION VOLUNTEER FORUM 2013
This is an early heads up and a save the days message. The next North Central Region Volunteer Forum will be an all Electronic Forum. Volunteers and staff will be able to receive the training and interact with volunteers from all over from their own local locations. The dates of the sessions will be: November 18, 2013, December 3, 2013, January 14, 2014 and February 3, 2014. All sessions will be from 7:00 to 8:30 pm Central time. LOCAL VOLUNTEER FORUM SUPPORT
We are proud to announce five recipients of the Monsanto Volunteer Development Initiative, Kansas Award, for local Volunteer Forums in support of Volunteer Development. The five groups receiving support to conduct local volunteer forums are: Wildcat District and Cherokee County; Clover Block group, Central Kansas District, Dickinson, Marion and McPherson Counties; Reno, Sedgwick and McPherson Counties; Douglas, Leavenworth, Shawnee, Wyandotte Counties and Meadowlark District; and Grant, Stevens, Morton, Meade, Seward and Haskell Counties.
Each group will receive up to $500 to conduct their local Volunteer Forum. Congratulations to all. We look forward to great training supporting our great volunteers. Buchele
2013 KANSAS 4-H STATE LIVESTOCK SWEEPSTAKES
All Kansas 4-H'ers are invited to participate in a livestock learning and competition experience. 4-H'ers can test their knowledge in Livestock Judging, Meats Judging, Livestock Skillathon, and Livestock Quiz Bowl. Prizes will be given in each contest, with the addition of overall Sweepstakes buckles to the team placing the highest in all four contests. K-STATE "CHAMPIONS" LIVESTOCK JUDGING CAMP TO BE HELD IN JUNE
A three day, intense judging camp designed for 4-H and FFA members (ages 14-18) who are seriously interested in enhancing their livestock judging and oral communication skills. Prior livestock judging experience is necessary for this camp. Workouts will be conducted similar to those at a collegiate levels. Dr. Scott Schaake, coach of five consecutive National Collegiate Championships, and Chris Mullinix, coach of more than 30 national champion teams and new KSU Livestock Team Judging Coach, will conduct the training for each camp. The camp will focus primarily on the proper format, terminology and presentation of oral reasons. Camp participants will also be exposed to livestock evaluation skills and incorporating records in the decision making process.

LISTSERV GUIDELINES
As Extension professionals with a vast network of local contacts, we can be inundated with requests to provide our list serve information to outside entities or to use our list serve in order to promote some sort of opportunity to our colleagues and/or our learners and clients. We need to exercise caution and good judgment when entertaining such requests. The following are unacceptable uses of our list serve: - Providing our clients' contact information without their expressed written permission.
Examples of this unacceptable use include: Providing client contact information to businesses or researchers
- Sharing advertisements of items for sale.
Examples of this unacceptable use include: A farm's advertisement for show animals for sale or some sort of for profit farm service
- Distributing brochures for shows and contests whose primary intent is competition for financial gain instead of education.
Examples of this unacceptable use include: A flier for a jackpot show or similar contest
- Advertising programs that are not officially affiliated with Kansas State University, K-State Research & Extension, K-State Research & Extension professionals and VIP-certified volunteers, or other Cooperative Extension Service institutions.
Examples of this unacceptable use include: A livestock show that isn't at least partially sponsored by K-State Research and Extension There will be times when educational or service opportunities offered by other agencies or organizations, such as Kansas Department of Agriculture or Kansas Department of Health and the Environment, will be sent via the list serve. Such announcements have usually been vetted by Extension Administration and determined to be educational in nature and that they serve the public good. If you have been asked to send promotional materials via our list serve, but are unsure whether the promotional material constitutes an appropriate use of our list serve, you are encouraged to contact your supervisors for approval. --Gregg Hadley ghadley@ksu.edu
2014 KANSAS 4-H AND FFA WHEAT VARIETY PLOT ENROLLMENT OPEN
As wheat harvest
approaches it is time to remind members to re-enroll or ask new members to
enroll for the 2014 Kansas 4-H and FFA
Wheat Variety Plot program. The program begins fall of 2013 and goes through
September 2014. The enrollment form and
program details are currently available.

Members are asked to contact their local
Extension Office by July 10 for information with enrollments due to the
Northwest Area Extension Office by July 22, 2013. Cost
for 2013-14 will again be $30.00 to receive the five varieties of wheat.
This fee is now needed to contribute to the cost of the wheat varieties. It
is very important that we know the number of participants early, so we can have
enough seed and metal signs available for Extension agents and leaders to pick
up at the Kansas State Fair. New
participants will receive a free large plot sign, and five free individual
variety signs. These will be distributed
on Friday, September 6th at the 2013 Kansas State Fair.
With the 2013 wheat
harvest being earlier this year, don’t forget to pull your wheat samples for
the Kansas State 4-H Wheat Show on Thursday, August 1st at Great
Bend, and also for wheat samples at your county fair, that may be eligible for
the Kansas State Fair 4-H Crops Division.

KANSAS 4-H CENTENNIAL DELEGATES
The Kansas 4-H
Centennial Delegates were added in 2002 when
national 4-H celebrated 4-H’s centennial year.
Kansas 4-H has permitted each Extension Unit to send one at-large
delegate to National 4-H Congress. These at-large positions are called
Centennial Delegates. Cost for the
Centennial delegate will be the full amount of $1,150.00 (no registration grant
is offered). The selection criteria and
process for the 4-H Centennial Delegate is entirely up to the Extension
Unit. To be eligible, delegates MUST:
- Have never before attended National 4-H
Congress.
- Be enrolled in Kansas 4-H.
- Have a genuine desire to attend National 4-H
Congress.
- Be available to attend 2013 National 4-H
Congress in its entirety from Nov 29 - Dec 3, 2013.
- Be at least 14 years old but not yet 19
years old before January 1, 2013.
- Remain committed to attending 2013 National
4-H Congress once they accept the trip.
- Agree to follow the prescribed code of
conduct, realizing failure to do so may result in the loss of privileges
during the event and/or in the future.
Participating Extension Units will need
to notify the State 4-H Office on or before May 15, 2013, along with providing
the non-refundable $100.00 deposit and nomination form for the delegate. To
help with planning, remember that the Standard of Excellence representatives to
Congress will be named immediately following the May 1 deadline and if their
name is not drawn, can be re-nominated as a Centennial delegate. Van Horn
KANSAS' STANDARD OF EXCELLENCE
Standard of Excellence Delegates represents
all of the recipients of the Kansas 4-H Key Award during the previous 4-H
year. Seven Congress Standard of
Excellence Delegates are randomly drawn from names sent to the State 4-H
Office. Each Extension Unit made up of
only one county may submit one name.
Extension Units (districts) made up of more than one county may send as
many names equal to the number of counties that comprise the district. (Note: The names may come from anywhere in
the District). Extension Units please select your name(s) in the following
manner:
STEP #1. Create a pool of names
consisting of ALL 4-H Key Award
winners in 2012 who meet the following criteria-
- Were presented the Kansas 4-H Key Award in
2012.
- Have never attended National 4-H Congress
before.
- Are enrolled in Kansas 4-H.
- Have a genuine desire to attend National 4-H
Congress.
- Are available to attend 2013 National 4-H
Congress in its entirety from Nov 29- Dec 3, 2013.
- Are at least 16 years old but not yet 19
years old before January 1, 2013.
- Willing to remain committed to attending
2013 National 4-H Congress once they accept the trip.
- Agree to follow the prescribed code of
conduct, realizing failure to do so may result in the loss of privileges
during the event and/or in the future.
STEP #2. Randomly draw the name(s) from
your eligible pool, complete the attached form, and make sure that it arrives
at the State 4-H Office by close of business (5 PM), Wednesday, May 1, 2013.
Upon receipt of the nominees from local
Extension Units, all names will be placed in a pool, randomly drawn and
notified immediately as the state Standard of Excellence Delegates for 2013
National 4-H Congress. Van Horn
4-H CAMP PAYMENT
1.
By February 1,
the camp chair will submit to Rock Spring a list of extension units with
address and e-mail and indicate if the invoice should be mailed to the 4-H
Council or Extension Council.
2.
Twelve working
days prior to camp, the camp chair notifies the assigned Rock Springs
Administrator
on Duty of individual extension units’ numbers of campers, counselors and
agents/adults. (Scenic County: 112 campers, 15 counselors, 4 agents/adults for
counselor training and 12 additional agents/adults). Plus, provide Rock Springs
with the number of campers housed in the Stoneybrook living area.
3.
Upon receiving
the number of campers by extension unit from the camp chair, Rock
Springs will
invoice individual extension units within the camp group within two business days
and return invoices to the camp chair. Rock Springs will adjust for available
discounts based on camper numbers and Stoneybrook campers.
4.
The camp chair
then will forward the invoices to the respective camp group members.
Extension
Units will verify the statement for accuracy and report changes immediately. If
adjustments are needed those changes will be reflected in a new invoice sent by
Rock Springs.
5.
Individual
extension units will pay Rock Springs by the start of camp based on the
numbers
given to Rock Springs. No refunds after
the two week (or 10 working days) prior to camp. Rock Springs has requested
that the invoice be paid as billed.
6.
Additional
campers may be added past the invoiced date but refunds will not be given.
During 4-H camp, financial changes can be adjusted
for additional fees and must be submitted within two weeks following camp
participation.
7.
A $100.00
administration fee plus 1.25% monthly interest will be charged for late
payment of
the invoice starting on the third day of camp.

Incidental Fees
1. Camp groups’
financial account managed within either an extension unit’s 4-H Council or Extension
Council as a sub-account.
a. Extension unit manages the account under KSRE
recommendations.
b. Preference of KSRE Administration would be
individual agents/adult volunteers
purchase needed supplies/equipment on personal account
and submit expenses to
camp group treasurer for reimbursement.
c. All financial transactions must be accounted
for.

KANSAS 4-H RESOURCE FAMILY AND CAMP GRANTS FOR FOSTER KIDS
Kansas
4-H Youth Development, the Kansas 4-H Foundation and Saint Francis
Community Services are working together to provide funding opportunities
for children and families involved with foster care. The purpose of the
Kansas 4-H Resource Family Project and Camp Grant Programs is to
provide financial assistance for foster youth and their resource
families who want to participate in learning opportunities available
through 4-H. Kansas 4-H is open to all youth ages 7 through
18 wanting to expand their learning opportunities. 4-H focuses on
developing confident, capable, caring, responsible citizens. 4-H offers a
wide range of project areas that youth may learn from, ranging from
agriculture to food and nutrition to aerospace and photography. Although
being involved in the local club can provide an opportunity for youth
to learn from each other and contribute to others through community
service projects, volunteers and family support are also important
elements of 4-H as volunteers and parents serve as club and project
leaders that guide and mentor youth. Through the Kansas 4-H Foundation,
$5,000 of grant funds are available to support resource families and the
children in their care who are current or potential 4-H members. Family Project Grants- Children must enroll as 4-H members through their local extension office.
- Eligible 4-H member can only apply for one 4-H project and one 4-H camp grant per year.
- Grant funds are for the purpose of starting or enhancing a 4-H project
during the 4-H year such as purchasing a camera, craft supplies,
clothing, feed, equipment, etc.
- Eligible 4-H member may request
funds for supplies and equipment needed for participating in a pet or
livestock project; however, funds are not available for the purchase of
pets or livestock.
- Grant funding cannot include meal expenses.
- Items and supplies purchased from grant funding for 4-H project become the property of the eligible 4-H member.
- Liability, maintenance and warranty of the items and supplies purchased become the responsibility of the eligible 4-H member.

STRENGTHENING CLUBS I – CHAPTER 2 TRAINING SET FOR APRIL 25
Back by popular demand, we’re hosting another Strengthening
Clubs I – Chapter 2 session. The purpose of this training is to strengthen your
capacity to work with volunteer adults and youth to develop and support strong,
effective 4¬-H Clubs. You will take home new resources and ideas to share with
4-H Club Leaders.
The session is Thursday, April 25 at the Sedgwick County
Extension Office in Wichita. The training will start at 9:45 a.m. and conclude
at 3:15 p.m. Area 4-H Youth Development Specialists Beth Hinshaw and Diane Mack
will facilitate the training.
If you attended Strengthening Club I training, this is
chapter 2 and if you haven’t attended it, you are welcome too. We will again
spend time on traits of a strong club and on how to build them. Topics include:
Essential Elements; Youth and Adult Partnerships,Getting input from members; Keeping Youth in 4-H-Retention
of members; and Club Management including finances, elections and club
leader succession plans.
Cost is $25 which includes materials and lunch. Make

2013 KANSAS 4-H SPORTFISHING TOURNAMENT
2013 Kansas 4-H Sport Fishing Tournament The fish are biting! Kansas 4-H in partnership with the generous support of the Kansas Department of Wildlife, Parks and Tourism, announces the 2013 Kansas 4-H Sport Fishing Tournament. Wildlife, Parks and Tourism not only manages the program, but provides recognition for five outstanding 4-H anglers at the conclusion of the season. Please find the 2013 tournament information under "Events and Activities" on our WILDLIFE Project website. Note that entries must be postmarked no later than September 15, 2013 and should be sent to Mr. Tommie Berger in Sylvan Grove, Kansas. NEXT GENERATION SCIENCE STANDARDS - FINAL EDITION RELEASED
The National Science Teachers Association welcomes the final version of the Next Generation Science Standards (NGSS). The standards are now available at http://www.nextgenscience.org. The new standards establish learning expectations in science for K–12 students combining three important dimensions—science and engineering practices, disciplinary core ideas, and crosscutting concepts. NGSS provides a cohesive approach to science instruction that will significantly change the way science is taught and learned, both in and out of the classroom. Twenty-six states (including Kansas) led the development of NGSS. The standards are based on the Framework for K–12 Science Education from the National Research Council (NRC). Other partners included NSTA, NRC, and the American Association for the Advancement of Science in the standards’ development. Gerhard
HOST FAMILIES FOR 2013 IFYE’S
Thank you to the agents who have included our lists of incoming International 4-H Youth Exchangees (IFYE’s) this year in local newsletters, blasts and blogs. Several families have followed up, but since we need 28 families to cover this year’s exchangees, we still need a lot more. There are now nine exchangees who will have two to four families, depending on how long they stay. We like to give them a variety of experiences, so families in all parts of the state are needed. 4-H TRACTOR SUPPLY NEW FEATURES FOR SPRING 2013
We are excited to share with you some new features and changes to the spring Paper Clover promotion happening from May 8-19 at all TSC/Del’s stores. We also want to be sure you are aware of exactly how the new county incentive program works so that you can encourage counties to become eligible to receive additional funding through Paper Clover. Further information and promotional resources are provided on the Paper Clover toolkit, we hope these materials will help to make Paper Clover as successful as possible in your state and for your counties.
New Paper Clover Features 1. $5 Paper Clover: In addition to the $1 Paper Clover, there will now be a $5 Paper Clover available which will be larger than the original.
2. Coupons: Both the $1 and $5 Paper Clovers will have a $1 or $2 Purina coupon attached available to customers when they make a donation to 4-H.
3. State Incentive: One winning state from each region will be selected to receive an award of $1,000 for being the top performing state by having the highest average amount of dollars raised. To be eligible, the state must have a minimum of at least 50% of their counties participating in the county incentive program.
4. County Incentive: Starting this spring promotion, counties will be given an extra incentive to help their TSC store raise more funds for their 4-H program. Any county program that participates with some kind of in-store activity and returns the participation form will be eligible to receive 100% of the funds raised above what that store raised in the spring 2012 Paper Clover promotion. See example below.

NO BULL CHALLENGE
The
Great American NO BULL Challenge is the first, student-led National
video contest and Teen Video Awards show dedicated to bullying
prevention and promoting
empathy, respect, and inclusive communities using the power of music
and the magic of film making. This year, the competition includes a
shorter PSA option.
The
goal of the NO BULL Challenge is to join America’s students, educators,
counselors, organizations, communities, and corporate America together
in an effort
to enable real change at the student level.
Middle
and high school students between the ages of 13 – 18 are encouraged to
create a 2-5 minute video or 30-60 second PSA with a digital
responsibility or
a bullying prevention theme. Students will submit their video to the NO
BULL Challenge no later than
April 30, 2013 at 11:59 PM (PST). Check out the Digital Responsibilty 411 toolkits to learn everything you need to know in order to create your video. Beginning May 6th, each student will
rally their friends, family, educators and community to vote for their video.
As
a result of the public voting period, nominees will be selected from
the top 50 favorite videos by a panel of expert judges. The formal
announcement of the
NO BULL Nominees will occur on May 29, 2013.
All nominees will receive a golden ticket to attend the star-studded NO
BULL Teen Video Awards show. At the NO BULL Teen Video Awards show,
you’ll get to see amazing artists perform live and meet & greet with
your
favorite athletes and celebrities on the red carpet. The NO BULL
winning videos will be announced “live” where your video will be
introduced to the world. Inspiring America’s teens to speak up and be an
Upstander against bullying is what The Great American
NO BULL Challenge is all about, and we need you to make it happen!
THE CHALLENGE’S OBJECTIVES INCLUDE:
-
Build on the national call to action that The BULLY Project inspired in viewers to work together to transform schools
and communities into places where empathy and respect are valued and bullying is unacceptable.
-Create a grassroots movement by America’s students in order to increase and reinforce awareness of bullying.
-Provide America’s schools with ongoing peer-to-peer education,
awareness, and resources about bullying by providing each school with
an assembly-ready DVD that includes student developed content from the
NO BULL Challenge and age-based
educational materials that track with the visual content.
- Increase the number of schools, companies and community-based organizations
engaged in educating our children, our educators and our public about bullying.
-Improve school climate and promote caring, inclusive school communities that emphasize respect for all.
-Shift the perception of bullying among the American public from
something that is seen as a small problem, to something that cuts across
political ideology, age, socioeconomic status,
to strike a universal chord with students, parents, and educators that bullying must stop.
We
know the way to stop bullying is to create awareness about it, which is
what The Great American NO BULL Challenge is all about.
CONSIDER THESE FACTS:
-13,000,000 kids will be bullied this year
-3 million students are absent from school each month because they feel unsafe
-Over half of adolescents and teens have been bullied online, and about the same number of teens have engaged in cyberbullying. i-SAFE
-School cyberbullying statistics are increasingly viewed as
an important contributor to youth violence, including homicide and
suicide.
