2014 ES-237 RESOURCES & SUBMISSION
The ES-237 is an annual report required by the USDA, which involves every local Extension office and the State 4-H office through the use of the state enrollment system. It is a collaborative report containing a break downof 4-H clubs, activities and projects, youth demographics and volunteer information. Simply put, when each county enters their 4-H Program data into the state enrollment system, they are essentially populating their yearly ES-237 Report.
The ACCESS 4-HOnline Enrollment System will be utilized to populate the 2014 Kansas ES-237 (October 1, 2013 - September 30, 2014 4-H Program data). The deadline for Extension units to enter their data into ACCESS is November 15, 2014. Please finish the process by completing the 2014 ES-237 Quality Assurance & Submission Form. This form provides the resources needed to ensure accuracy and the means to inform the State 4-H office that you are finished with your report. Williams
REVIEW ENROLLMENT DATA
Happy New Year! The new 4-H year kicked off with National 4-H Week. It was great seeing all of the marketing efforts inviting others to join. As you complete the end of year enrollment reports take time to compare last’s year enrollment numbers to see if you had an increase.
Megan Ferrell, Extension Agent, Harper County, is excited to share the success they had by utilizing the “Life’s Little Questions” recruitment campaign. “When we filled out the grant to receive the recruitment tools, the goal was to increase our membership by 25% by December 31, 2014. We surpassed our goal and our membership increased by 35%.”

BASIC 4-H OPERATIONS - NOV. 3 & 4
Registration is now open for Basic 4-H Operations training. The session begins at 1 p.m. on Monday, November 3, and goes through 5 p.m. on Tuesday, November 4. All sessions will be held at the Pottawatomie County Extension Meeting Room in Hall, Westmoreland (about 30 minutes out of Manhattan). This training is part of the New Agent Training Cycle, but any agent or program assistant in the system is welcome to attend this training where we share critical information for handling 4-H managerial issues that may arise.
Topics to be addressed include: Accountability to the Youth Development Mission, Youth Livestock Update, Accountability in Working with Volunteers, Accountability in Fiscal Affairs, State 4-H Office Connection,Accountability in Program Planning and Program Expansion. If you have questions, please contact instructors, Diane Mack or Beth Hinshaw. Cost to attend for those not in the New Agent Training Cycle is $25 payable to the Kansas 4-H Foundation.

48 HOURS OF 4-H
Thanks to everyone that helped promote “48 Hours of 4-H” thisyear. The Kansas 4-H Youth LeadershipCouncil is so excited to get the reports in about all the great service thathappened. STRENGTHENING CLUB RESOURCES
Successful 4-H clubs have trained leaders. Kansas 4-H has resources to use as part of club leader meetings, trainings or as a basis for newsletter articles.
One of the resources is, “Seven Keys to Consider: Exceeding Family Expectations in 4-H Clubs,” based
on: “Inside the Magic Kingdom: Seven Keys to Disney's Success”, written by Tom Connellan.
Lesson 2: Pay fantastic attention to detail.
How little things make a big difference.
On Main Street in Disneyland there are 37 hitching posts. Now this in itself may not seem amazing. However, each of the hitching posts are stripped down and repainted – nightly. All of the hitching posts do not receive the same amount of wear, but the high-wear points are done every night, attention to detail is part of the company’s culture.
In our 4-H Clubs, if we knew that increased attention to detail would improve 4-H Family retention, how much more attention would a club be willing to focus on it? What would clubs focus on? What are people’s first impressions of 4-H?

STANDARDS FOR 4-H AND FFA
During this time of gearing up for a new 4-H year questions arise that might become challenging in the future. To assist Extension Agents and Agricultural Education Instructors/FFA Advisors, FFA and 4-H has been working together to develop standard for our dual members and other participants. Our premise for the standards were to level-the-playing-field for all participating members. The document is as follows:
Standards for Participation in Kansas FFA and 4-H Youth Development Educational Opportunities
The purpose of the standards outlined below are to assist in determining eligible participation in FFA and/or
4-H Youth Development learning experiences. Both 4-H and Agriculture Education/FFA promote teaching youth life skills. Each program exists to maximize the participants’ knowledge of agriculture and its value to our communities while educating the young people to become productive citizens. Eligible youth may participate in both 4-H and FFA but should avoid duplication. The following standards of participation are used in delivering the 4-H and FFA programs in Kansas.

Agriculture Education teachers, FFA Advisors, Extension staff and local volunteers are encouraged to cooperate in sharing information and resources to provide educational opportunities for youth.

When young people are members of both 4-H and FFA, they must plan and manage separate projects, and/or supervised agriculture experiences (SAE) programs.

FFA and 4-H members may enroll in the same area of experience in 4-H and FFA, however; participants cannot identify, nominate, manage, keep records on, or exhibit the same plants, animals, etc. in both organizations. Members must designate exhibits as either FFA or 4-H at weigh-in, registration or similar deadline.

Members may participate in judging contests and related events in FFA and 4-H but cannot represent both organizations at a contest, show or event at the same time.

When 4-H and FFA are conducting collaborating activities, both the 4-H and FFA organizations must be represented through emblems and information on all signs, print materials and awards.

Collaborating FFA and 4-H activities or events are obligated to have supervision representation from both organizations.
The standards are in agreement with Kansas 4-H and FFA and hereby affirmed by members and professionals in order to participate in either educational program.

Be 4-H proud by ordering a new 4-Ht-shirt. Shirts were available for purchase at the Kansas State Fair and can now be ordered from N-Zone Sportswear. The order form can be found under “What’s Hot” on the State 4-H web page. They will do one run of the shirts, so orders need to be in by November 1, and will be shipped November 19.

KANSAS 4-H HORSE VOLUNTEER AWARD
Kansas 4-H is announcing the Kansas 4-H Horse Volunteer of the Year Award, sponsored by the Rodney Barrows Memorial Fund. A first of its kind award that will honor a local 4-H volunteer that is demonstrating exemplary service in teaching and training young people 4-H life skills within the Horse project.
The selection criteria include:
· Positive impact the nominee has had on 4-H and the 4-H members
· Nominee’s ability to work with young people within the horse project that assist with promoting life skills of fostering a positive self-concept, creating a concern for the community, learning decision-making skills, acquiring interpersonal abilities and developing an inquiring mind
· Innovative approaches for engaging youth into learning and increasing diversity among the participants
· Adult/youth “mentor-learner” relationships built with volunteer and 4-H member
· Dedication to creating a safe and inclusive environment for 4-H members, parents
· Encouragement of positive, cooperative working relationship with Extension Agents; promoting K-State Research and Extension; and following 4-H Policies
· Enthusiasm for initiating new approaches for reaching youth
· Recruitment of new members
· Expansion of project through increased funding and resources
· Role-modeling positive volunteerism and sportsmanship
· Personal development through serving as a 4-H volunteer
The application:
· A two-page resume which includes the volunteer’s passion for planning, organizing and facilitating project meetings and hands-on trainings; how they serve as a positive role model for youth and adults; and contribute back to the 4-H program.
· Three letters of recommendation from; a 4-H member, 4-H volunteer and an Extension Agent.
· Any part of the resume and letter of recommendation is missing the application will be disqualified.
Submission process:
· Application materials must be submitted by a nominator to the nominee’s local Extension Office. Each local county/district office my select one nominee per number of counties represented in the district to continue towards state competition.
· Each completed application (two-paged resume and three letters of recommendation) must be submitted to the State 4-H Office by 11:59 p.m., November 30.
· Letters should be no longer than two pages in length, in 12-point font single-spaced with 1-inch margins. Letters of recommendation must be written by a 4-H member, a volunteer/parent and an Extension Agent. Nominations must be received electronically to the Kanas State Research and Extension’s Department of 4-H Youth Development directly to Pamela Van Horn at pvanhorn@ksu.edu.
· Electronically submitted application must be received by 11:59 p.m., November 30.
· Two-paged resume and the three letters of recommendation must be in Word format. If applications are sent in PDF file, faxed or mailed nomination will be disqualified.
· Application must be in 12-point font.
· No late nominations accepted.
Announcement:
· State Winner will be informed of results by January 1.
· Formal announcement of Kansas 4-H Horse Volunteer will be at the Kansas 4-H Horse Panorama the last weekend in January.
· Each winner will receive a personalized plaque and $50 cash award to be donated to a local 4-H club, event or activity of winner’s choice.

4-H SHOOTING SPORTS RENEWALS: INSTRUCTORS AND COORDINATORS
Shooting Sports instructor renewal recording dates are October 1st – September 30th. There are now two forms, one for coordinators and one for instructors. Instructors are responsible for submitting the Instructor Renewal Form (one form per instructor) with the $5.00 fee to their county coordinator by October 15th of each year.
Coordinators are responsible for submitting all forms and fees for their respective county to the State 4-H Office by November 1st of each year. To speed up the process, please also scan and email forms to Briana Jacobus at briana0@ksu.edu and Ray Bartholomew at ray.bartholomew@ks.usda.gov.
A late fee of $5 per coordinator and instructor will be assessed beginning November 2nd.

4-H SCHOOL YEAR EXCHANGE EXPANDED FOR 2015-16
We hope that any 4-H family considering a school year high school exchange will explore the fine exchanges Kansas 4-H offers in our partnership with States’ 4-H International Exchange Programs. The exchanges are very well-managed and have ties to our outbound exchanges and summer inbound exchanges. This year for the first time, students from Argentina are part of the program along with 4-H’s long-time partners in Japan and Korea. For each of these countries, students are selected by States’ 4-H this fall and winter, come to the U.S. in early August and stay through the school year attending a public high school in the host family’s district. The Argentine students depart one week after the school term ends, while the Japanese and Koreans stay until mid-June, 2016. Host families provide lodging, meals and transportation. The students’ natural parents pay for personal and school expenses. There are no requirements regarding host siblings.

There will be five or fewer students from Argentina and Korea next year, so anyone interested in hosting a student from either of those countries is advised to apply as soon as possible. We like to have applications approved by mid-January for any of the countries in order to have more choice in matching students and host families.

2014 EXCHANGE DELEGATES AVAILABLE FOR PRESENTATIONS
Outbound Exchange participants this past summer 2014 are now back in Kansas and prepared to make presentations to groups about their experiences. In fact, they are required to give 20 presentations as part of their scholarship agreements. Any group that would like to expand its members’ world citizenship knowledge and cultural awareness is welcome to request a presentation by these young travelers. We have evaluated their presentations and believe they have interesting stories to tell that would be of interest to youth groups such as 4-H clubs and county/district-level events as well as adult groups. On a practical note, all but one of the delegates this year is still in high school and travel beyond their Extension District or county may be difficult. An offer to help with travel expense might make it possible. The delegates, their home counties, and the country of their exchange are listed below, along with their emails. Feel free to contact them to discuss possible presentations. They will be presenting workshops at KYLF in November.
