ACCESS TRAINING SCHEDULE & LEARNING OBJECTIVES
The 4-H ACCESS data management system is an important tool for collecting and managing 4-H enrollment data. It is also useful for making decisions and communicating the reach and impact of 4-H across Kansas. The annual user fee for ACCESS 4-H is $75.00 per county unit. This fee includes standard support from the state 4-H office, and support for training local staff, and sustaining the system.
A 4-H ACCESS working group comprised of 4-H state and local unit staff and office professionals provides guidance and input into the full implementation of ACCESS across the state. A survey was conducted and the results highlighted the needs and barriers associated with full implementation. Training and communicating the value and impact of 4-H ACCESS were the highest priorities.

ACCESS KANSAS BEST PRACTICES WEBINAR
Have you wondered if there is a "right way" to enter information into ACCESS? Join us on Thursday, August 22 from 10:30-11:30 am central time, as we review how to enter Kansas 4-H program data into ACCESS.

KANSAS STATE FAIR HORSE INFORMATION
Check-in before
entering the Fairground: - All horses must be checked by the
officials of The Kansas Department of Agriculture/Kansas Division of Animal
Health (KDAH) before entering the Fairgrounds.
- Inspection booth located east of the
Fairgrounds at the Fairgrounds Water Park. Enter parking lot from Severance
Street between 17th Ave. and 23 Ave. Access Severance Street from 17th
Avenue.
- Daily check-in hours will be 6 a.m.
until 10 p.m. Exhibitors should plan to arrive during these hours. If arrival
is going to be delayed past 10 p.m. check-in hours due to circumstances beyond
exhibitor’s control, please call the Highway Patrol at 620-669-3627.
- Once inspected and approved, the
officials will officially stamp the health papers which will allow for entry
onto the Fairgrounds.
- The KDAH reserves the right to
inspect or test any animals on the Fairgrounds, if necessary.
Required Health Papers: - Current Health Certificates needed
(issued within the past 30 days prior to September 13, 2013).
- A negative Coggins (Equine Infectious Anemia) test conducted within one year
of the show.

Negative Coggin must accompany the health papers.

Horse Stall assignments given at the Stalling Office located south end of
Expo II. Once stall given will be directed to stall.

Show check-in table located next to the announcer’s stand – double check
classes and horse identification papers. If showing a two-year old snaffle bit
or three-year old have information available (if entered in those classes).

Check-in with the gate person prior to each class.
- Exhibitor has conflict visit with the Horse Events Coordinator or 4-H
Horse Superintendents.

FINAL 2013 EXCHANGEE ARRIVES IN KANSAS, MOST DEPART BY STATE FAIR
Ida Albertsson International 4-H Youth Exchangee (IFYE) from Sweden arrives in Kansas to begin a two-month IFYE exchange August 15. Shortly thereafter, Betsan Hughes, Wales (August 19) and Hannah McCollum, Northern Ireland (August 21) will complete their programs in Kansas. The Japanese Summer Inbound group will also depart on August 19. Except for Ida, all the remaining IFYE’s will depart following activities at Kansas State Fair on September 7. They include, Neil Brims, Scotland; Jasmin Enz, Switzerland; Alessa Walz, Germany; and Eunice Wang, Taiwan.
Some of the host families may wish to send their IFYE’s with agents who bring exhibits to State Fair. If you have enough space, we would appreciate your help. They can help with loading and unloading. We can take over from there. They can look for Mary Kay Munson at the 4-H Centennial Hall on Friday or Saturday morning.

The Family and Consumer Sciences Action Team is
looking forward to the Family and Consumer Sciences Judging Contest at the
Kansas State Fair on Saturday, Sept. 14.

teams and individuals must pre-enter on the KSFAIR
Data Entry System. An entry fee
of $5.00 per individual or $10 per team will be due with the August 15
pre-entry.
All teams must register between 9:00
a.m. and 2:00 p.m. the day of the contest.
ALL TEAM MEMBERS MUST BE REGISTERED AND
START JUDGING AT THE SAME TIME! A team consists of 2, 3 or 4 members.
Substitutions will be handled the day of the contest.
Please be sure the person registering the group specifies which pre-entered
team member a substitute is replacing.
The
format for reasons questions was changed last year. All questions will be written as true/false questions for each of the four
choices. The traditional table will not
be used. A sample reasons work sheet and scantron
card, can be found on the FCS action team page of the Kansas 4-H website. Please share this with your contestants ahead
of time.

SAFETY AROUND RAILROAD TRACKS
The following note came from Julie La Combe, Executive Director, Kansas Operation Lifesaver (an organization that works to promote safety around railroad tracks). I would like to share it with our offices as safety is one of the things 4-H practices and promotes.
"As future leaders in their communities, 4-H members have the ability to help shape the world around them. For this reason, Kansas Operation Lifesaver would like to offer safety information as it relates to photography that we would like you to share with your members. Posing on or taking photos from railroad tracks is a practice that is dangerous and illegal. If you trespass while photographing, you can receive a citation, fine, jail time, or more severe consequences such as injury or death. Trains do not stop quickly and you may not see or hear one coming until it is too late. We call on the 4-H community to partner with us as messengers of safety and responsibility, and ask that photos are never taken while trespassing.
We actively and strongly encourage all photography contest organizers to reject photos taken of any illegal activity, especially when the activity can get someone killed or injured. KS OL volunteers are available in your area to educate members, advisors, and their families to the dangers of trespassing, and would be glad to offer a free presentation to any age group. 2013 KIDS COUNT DATA BOOK
The 2013 KIDS COUNT Data Book was released by the Annie E. Casey Foundation. The Data Book, which is updated yearly, provides information on child well-being in four areas: Economic Security, Health, Education, and Family and Community. Find specific information for your units at: http://datacenter.kidscount.org/ Growing up in poverty is one of the greatest threats to healthy child development. Poverty and financial stress can impede children's cognitive development and their ability to learn. It can contribute to behavioral, social and emotional problems and poor health.
The federal poverty definition consists of a series of thresholds based on family size and composition. In calendar year 2011, a family of two adults and two children fell in the "poverty" category if their annual income fell below $22,811. Poverty status is not determined for people in military barracks, institutional quarters, or for unrelated individuals under age 15 (such as foster children). The data are based on income received in the 12 months prior to the survey.
In 2011, there were 134,000 children (19%) in Kansas that were living in poverty. Gerhard
2014 KANSAS SALUTE TO EXCELLENCE
4-H is a community of young people across Kansas who are learning
leadership, citizenship, and life skills. Volunteers are the heartbeat of the
4-H program serving as mentors, teachers and friends. The National Salute to Excellence
Volunteer Recognition Award recognizes 4-H volunteers who demonstrate
exceptional service to 4-H. The Kansas Association 4-H Volunteers has adopted
the Salute to Excellence award to recognize and promote Kansas 4-H volunteers
who have excelled in their roles locally and continue with selecting Kansas’
top volunteers for National competition. The Kansas Association of
Volunteers believes establishing the Salute to Excellence Award will provide
two options for the Kansas 4-H Program: 1) recognition of 4-H Volunteers for
their outstanding contributions to 4-H youth and 2) enhance the mission and
awareness of the Kansas Association of 4-H Volunteers.
Each extension unit will select their representative and submit their
nominees electronically to Pam Van Horn by October 15. Those
individuals then will have an opportunity to submit application for the Kansas
Outstanding Lifetime Volunteer and Volunteer
of the Year. Kansas honorees then become Kansas’ nominees
for the

COUNTIES/DISTRICTS NEEDED FOR 2014 KANSAS 4-H JAPANESE EXCHANGE
This summer inbound program which Kansas has
conducted with LABO and LEX in Japan since 1977 is seeking counties to
participate in 2014. Based on your county/district responses, Kansas will
commit to hosting a specific number of youth and adult chaperones for the
2014 summer inbound program. In 2013, Kansas hosted 21 Japanese youth and
adults. Participating counties get to
host a small group of young Japanese teens who are highly motivated to become a
member of their Kansas
host family and to learn English. Kansas 4-H families have
reported many good experiences and say that the program has had a positive
impact on their children.
The Japanese will arrive in counties about
July 23, 2014, and stay with one family each for around four weeks. Consider
getting involved with your county/unit.
Participating counties/units must locate a volunteer coordinator who then
manages the recruitment and screening of five to six host families, and
organizes local activities during the stay. Training, resource materials
and some expense money are available for the coordinators and agents.
Extension agents oversee the program and may be as active as they wish in its
conduct.

KANSAS 4-H SPACETECH CAMP
The Kansas
4-H SpaceTech Action Team is partnering with the Rock Springs 4-H
Center and Kansas 4-H to sponsor a SpaceTech Camp in January 2014. Save
the dates of January 3-5 starting on Friday evening and
running to early Sunday afternoon at Rock Springs 4-H Center near
Junction City. This techy weekend camp will
offer participants introductory level activities in rockets,
robotics, and astronomy. Open to 10-14 year-old 4-Hers, all youth must
be accompanied by an adult chaperone. Volunteer leaders,
parents, and Extension staff are also welcome.

2013 TAIWAN AGRICULTURAL YOUTH EXCHANGE PROGRAM OPPORTUNITY
The country of Taiwan is again offering a wonderful
opportunity to travel and learn about Taiwanese agriculture. National Taichung Agriculture Senior High
School in central Taiwan will run this program again and it is tentatively
scheduled for six days in mid-November to early December 2012 (exact dates to
be determined). For complete details

Criteria for
applying:
- Must currently have a valid passport in hand.
- Open to 3 youths with strong backgrounds in
Kansas agriculture.
- Must be at least 18-years-old at time of
travel.
- Must be a high school senior or a college freshman.
- Delegates will have about half their airfare
and all local accommodations, meals & transportation in Taiwan sponsored
by the government of Taiwan.
- Delegates must be able to commit to
approximately $1,050 towards airfare costs, plus other personal costs like
souvenirs.
- Selection will be based on:

Introduction (includes name, address, hometown, zip code, email and
cell phone number and why you desire to participate in program)
- One Letter
of Reference (addressed to selections committee, mailed to address

Congratulations to those counties who participated in the Kansas
Spring 2013 Paper Clover promotion at all TSC/Del’s stores. This year was another highly successful Paper
Clover promotion! Please take a moment and
have your 4-Her’s thank and show their appreciation to your local Tractor
Supply team members who are supporting 4-H through the Paper Clover promotion. Counties that participated in the spring 2013

INCREASE RECRUITMENT EFFORTS DURING BACK-TO-SCHOOL TIME
Take advantage of this new school year to invite new
families to join 4-H. Drive parents to include 4-H as part of their fall
activities. Based on market research,
Mom's are looking for activities for their kids during the back-to-school time
frame. Be sure to increase recruitment efforts and share the key messages
that: 4-H is the network of families that grows
great kids and 4-H is for city/town families, too.
County fair is one of the most visible times for 4-H. Now that county fair season is over, take a moment to
reflect on the 4-H message that was conveyed during the fair. Did the photos that made the front page of the local paper, photos posted to facebook, or the fair theme help promote the two key messages? Mack
4-H LEADERSHIP WEEKEND (YOUTH AND VOLUNTEERS)
The Kansas Youth Leadership Forum (KYLF) and
the Kansas 4-H Volunteer Forum information is on the 4-H Online CVent
Registration System and the 4-H Website.
The Forums will be held November 22-24, 2013 at Rock Springs 4-H Center.
KYLF is for youth ages 14-18 before January 1, 2014 and KVF is for all Kansas
4-H Volunteers.
The theme for KYLF this year is SPYLF and will feature
leadership workshops, Youth Council Elections, and opportunities to learn and
have fun. The theme for Kansas 4-H Volunteer Forum is Mission Possible and will
include workshops, opportunities for networking and sharing resources. Joint activities between the two Forums will
include the keynote speaker and the inspirational program.
Online Registration is available now. This year participants in both forums will
register though the same system. Registration deadline is October 15, 2013 for
both events.

2014 KANSAS YOUTH LEADERSHIP COUNCIL
Application information is available on the KYLF webpage on
the State 4-H Website. Any Kansas 4-H member between the ages of 14 and 18
before January 1, 2014 may apply. This year's delegation will elect
representatives from the four extension program areas (NE, NW, SE, SW). Youth
Council members work to involve youth with K-State Research and Extension in
promoting, developing, implementing and evaluating Kansas Extension 4-H Youth
Development programs in order to reflect the needs and interests of the youth
in the state. Council members will also plan and conduct the Kansas Youth
Leadership Forum, Citizenship in Action, Campference and other events.
Please encourage those outstanding young leaders in your
local unit to apply. Applications are due on a Google Form on October 1, 2013
before 5 p.m. CST and a signature page and 2 letters of reference must be
postmarked on or before October 1, 2013. This year the elections will include
the application process detailed above, and from those applications up to 12
young people per area will be invited to interview with a panel at the
beginning of KYLF. From those that interview, up to 6 candidates will be

EXCHANGE TRAVEL OPPORTUNITIES FOR 4-H’ERS IN 2014
4-H members between 12 and 19 have the possibility of traveling to Australia, Costa Rica, Japan, Norway and Tanzania next year. All those program except Tanzania are one month including a home stay with a host family for most of the month. Tanzania is a two-week group experience in a dormitory environment. Japan has an option for another month stay with a Tokyo family while taking daily language and culture training before the home stay elsewhere in Japan. Twelve-year-olds may participate in the Japan Exchange. All other exchanges have a minimum age of 15 except Australia while has a 16 years minimum. All these except Japan and Costa Rica have a maximum age of 19. (Japan and Costa Rica have a cut off at 18.
A comparison chart, individual flyers and a new application form will be posted on the Kansas 4-H web site in time for Kansas State Fair in early September. 4-H alumni over 19 may apply for individualized programs of 6 weeks to 6 months in partner countries Europe, Asia, Africa and Latin America. Options will be similar to those described in the IFYE Representative flyer currently on the 4-H web site. Applications are due November 4 to the State 4-H office; Interviews will take place December 7 in Manhattan. Since Mary Kay Munson will be out of the country during the first three weeks of November Beth Shanholtzer Stuewe will be handling communication regarding applications and the interviews/orientation December 7. 4-H RECOGNITION SUMMARY
4-H Membership Achievement Pins can be described as a standard of excellence recognition where a 4-H member “competes with self” by participating in educational events and activities that are pre-determine to accomplish. The Membership Achievement pins grow and expand the 4-H members’ opportunities and challenges. These awards are considered local. Only one 4-H Membership Achievement Pin a year can be awarded. 4-H Key Award is a state award that highlights the leadership and citizenship accomplishments of the 4-H member. The 4-H Key Award defines the essences of 4-H’s five life skills and what 4-H wants its participants to gain to become caring, competent, productive citizens. A 4-H member must plan and work towards earning the 4-H Key Award as it references three years of 4-H work. A 4-H member may apply for the 4-H Award once they are 16 before January 1. Since the 4-H Key Award is a state award it may be received along with any local 4-H Membership Achievement pin. 4-H Alumni Award a special award available to any past 4-H member that has infused the 4-H life skills into their daily lives for success. The 4-H alumni may live in your community now but participated in 4-H in another county or state. The award is based on how the person lives, works and stands for the 4-H values. Van Horn
GET READY FOR 4-H MAPS & APPS
4-H National Headquarters and National 4-H Council are pleased to reveal the National Science Experiment for the 2013 4-H National Youth Science Day. 4-H Maps & Apps will introduce youth to the power of geospatial technologies and their unique ability to help us understand and improve our communities. Developed by Colorado State University Extension, this exciting activity will engage young people in ways to improve our environment with the help of geographic information systems (GIS) and global positioning systems (GPS).
The experiment will test the ability of young people to: - Use geospatial skills to create the ideal neighborhood park
- Become a community planner by using maps and layers to investigate and solve real-world problems, and
- Contribute data and their community to the U.S. Geological Survey (USGS) The National Map through The National Map Corps project.
Save the date! This annual youth science event will be held on Wednesday, Oct. 9, 2013, and will bring 4-H'ers together from all around the nation to complete this single, innovative activity. Participation in 4-H National Youth Science Day is meant to help spark an early passion for STEM education and to encourage young people to consider these paths of study and future careers.

Need Training? In preparation for the 2013 4-H National Youth Science Day, the NAE4-HA Geospatial Taskforce, in partnership with National 4-H Council and Esri, is pleased to offer a series of 30-minute webinars aimed at increasing an educator's level of comfort in conducting 4-H geospatial activities. As a result of participating in the webinar series, participants will: - feel more knowledgeable to lead or train others to lead a NYSD geospatial activity;
- feel more knowledgeable to lead or train others to lead additional geospatial activities.

KANSAS PREPARATIONS FOR THE 4-H NATIONAL YOUTH SCIENCE EXPERIMENT
Below please find lots of very important information about planning for “Maps & Apps” the 2013 4-H National Youth Science Experiment. There are a few things you can do NOW to stay in the loop… 1. Register at the NYSD site to receive updates and newsletters.
2. Participate or watch recordings of the 4 Preparation Webinars for “Maps & Apps” program coordinators in your Extension Units.
3. Consider ordering a sample kit of materials NOW from the 4-H Mall!
4. Begin a plan to match local impact buyers for your program so you will have the resources to conduct the program in October!
5. Make your media plan to share what you will be doing in your Extension District for NYSD on October 9, OR anytime during the month of October.
6. The TARGET ages of "Maps & Apps" experiments is 9-13 or grades 4 through 8.
Since the State 4-H Office in Manhattan is already receiving calls from you, I’ll let you in on our next steps….
1. We are working with the Kansas Department of Education to tie the “Maps & Apps” activities to the NEXT GENERATION SCIENCE STANDARDS.
2. We are looking for formal educator partners to link the “Maps & Apps” activities to the Core Curriculum.
